Overall purpose of role:

  • Responsible to deliver code development / enhancements in accordance with Barclays SDLC best practices

Roles and Responsibilities:

  • Accountable to obtain ORAC domain (functionality knowledge) using existing technical documentation and working with the overall ORAC Architect / Development Lead
  • Accountable for the code delivery by himself/ herself to agreed milestones and governance
  • Accountable that the process for code merging (in-house developed code and the vendor code) is adhered to and thus results in the delivery of a ready-to-be-deployed code package.
  • Accountable to deliver appropriate technical and support documentation
  • Accountable to provide technical and functional defect and production incident analysis and solutions

Specifics around ownership, key deliverable's, influence of strategy, any budgetary requirements:

  • Own the realized technical fixes (if done in-house vs. vendor) for the monthly ORAC Production releases
  • Deliver and own the agreed changes / assigned work leading to a code release every 2 months


  • The primary stakeholder is the Operational Risk business support team – who possess ORAC domain (functionality) knowledge and is the direct interface to the end user community. The business support lead reports to the Group Operational Risk Managing Director who is the Business Accountable Executive for the ORAC application.


  • The primary stakeholder is the Operational Risk Technology Lead and the Functions 
  • Technology Group Risk and Finance Managing Director. 


  • MetricStream is the third party supplier from whom Barclays purchased the licenses of the ORAC application modules (Issue Management, Risk Events, Compliance, Risk Assessments and metrics)

Barclays Infrastructure Team:

  • The ORAC hardware and underlying operating systems (DE, App Servers, NAS, LINUX, Oracle, etc.) is managed by the Barclays infrastructure teams via a Operational Risk Technology RTB (Run-the-Bank) team
  •  Ensure that deliveries are completed as per stakeholder expectations, on schedule, as per regulatory requirements; failure to miss regulatory deadlines may incur significant financial or reputational loss to the bank so the candidate must accept and take ownership of these responsibilities
  •  Review requirements with business owners and provide approval / sign-off that they are appropriate, clear and realistic.

Decision making and problem solving:

  • The ORAC application consists of the vendor modules which have been customized to a large extent. These enhancements together with the out-of-the-box functionality represent the ORAC business solution suite. 
  • The expectation is that the ORAC Development AVP possesses analytical skills to analyze functional defect/ inconsistency in module behaviour and identify solutions
  • Strong analytical skills to analyze reported functional and technical issues
  • Ability to provide recommendations based on analysis results
  • Drive solutions in a high paced environment 

Strong and hands-on working knowledge of:

  • Java, JSP, Servlets, EJB, JDBC, XML, XSLT, Design Patterns, Oracle, MS SQL server, DB2 and MySQL
  • Open source frameworks such as Spring, Struts, log4j, Commons Validator, JUnit, Hibernate, ExtJS etc.
  • Modelling Enterprise applications in UML using Rational Rose
  • Ability to document system architectures and process flow
  • MS Project, Jira, QC, Navigator and SharePoint
  • Software development ‘best practices’ and the software development life cycle using Waterfall and/or Agile methodologies
  • Experience to deal with vendor development teams – especially where the vendor code delivery needs to be vetted vs. the functional requirements and the release notes to be vetted vs. the business delivery.
  • Able to work well with IT developers in multiple locations and across other teams
  • Ability to multitask
  • Independent and creative in approach to problems and issues and being proactive
  • Ability to train and mentor others
  • Flexible and hard working
  • BS or equivalent degree in Computer Science and Engineering

Preferred Qualifications:

  • Knowledge of the MetricStream product (Risk Events, Risk Assessments, Issue Management and Control Assurance) used for the ORAC application.
  • Experience with software release/build processes (e.g., Continuous Integration, Automated Deployment, Test Driven Development)
